The engine room — where governance becomes production

COS is where decisions become reality. When CDS authorizes production and OAD provides a certified design, COS executes — organizing labor, managing materials, coordinating workflows, and generating the operational data that ITC and FRS depend on. Everything COS does is logged. Every labor event, every material movement, every quality outcome feeds the feedback loop.

COS is the reality check for the rest of the system. CDS decides, OAD designs, ITC accounts — but COS is where the actual world talks back. Its data is the ground truth.

Translates CDS production mandates and OAD certified designs into concrete production schedules — what will be produced, by whom, using what materials, over what timeframe. Checks feasibility against current capacity before committing.

Matches production tasks to available participants based on skills, availability, and ITC balance. Tracks task assignments, completions, and exceptions. Emits LaborEvents to ITC on verified task completion.

Manages the acquisition of materials — from within the node, from other nodes via federation, or from external sources during transition. Tracks material provenance and emits MaterialConsumptionEvents to ITC.

Tracks production workflows in real time — task sequences, dependencies, blockers, and progress. Provides the operational dashboard that participants and coordinators use to manage active production.

Monitors the balance between production load and available labor and materials. Flags capacity shortfalls to CDS before they become crises. Suggests load redistribution when imbalances are detected.

Manages the allocation and delivery of completed goods to participants with valid access entitlements. Verifies ITC access before releasing goods. Logs all distributions.

Tracks quality outcomes against OAD design specifications. Flags systematic deviations for design review. Emits quality signals to FRS for inclusion in the system-wide diagnostic picture.

Manages production relationships between cooperatives within the same node and, at federation scale, between nodes. Tracks shared production commitments and reciprocal labor arrangements.

Publishes a complete operational record accessible to all node participants — what was produced, by whom, using what resources, with what outcomes. The basis for community accountability.
